Scout & Runner Explained: How You Help Test International Telecom Routes

A plain-language guide to how real test calls help discover, validate, and repeatedly verify international telecom routes.

You make a call. You listen to what happens. And that simple action can reveal valuable information about something most people never see: the route an international phone call takes before it reaches its destination.

That is the basic idea behind Scout & Runner.

Scout & Runner is a telecom testing platform within the Unetwork ecosystem that allows participants to help discover, test, and verify real international voice routes.

It may sound technical at first. In practice, the tasks are surprisingly straightforward.

As a Scout, you discover and validate routes.

As a Runner, you test routes that have already been discovered at a larger scale.

Together, the two roles create a feedback loop that helps the network understand which international calling routes actually work, how reliable they are, and whether their economics make sense.

Why Do Telecom Routes Need Testing?

When you make an international call, the connection does not necessarily travel directly from phone A to phone B.

Behind the scenes, different carriers, gateways, and international telecom routes may be involved before the call reaches its destination.

And those routes are not all equally reliable.

A number may:

  • connect correctly to the expected destination;
  • fail to connect;
  • travel through an incorrect route;
  • produce unexpected audio;
  • cost more than expected;
  • or behave differently at different times.

That makes data from real mobile networks valuable.

Instead of only assuming that a telecom route should work, Scout & Runner uses real SIM cards and real phone calls to check what actually happens.

What Does a Scout Do?

A Scout is the explorer of the network.

You use a dedicated prepaid SIM or eSIM with a supported international calling plan. The platform then provides numbers that can be tested.

During a Scout validation session, you call a number and accurately report what happened during each call.

For example, you may:

  • hear the expected automated voice response;
  • get no connection;
  • reach voicemail;
  • reach a real person;
  • or hear different audio than expected.

Your actual SIM or calling-plan balance also matters.

Scouts record their balance before and after calls so the platform can understand not only whether a route works, but also what using that route actually costs.

That distinction is important.

A technically working route is not automatically an economically useful route.

A Scout therefore helps collect three important types of information:

Reachability.
Does the call arrive correctly?
Reliability.
Does the route continue to work when it is tested again?
Cost.
Is the mobile carrier charging what the calling plan suggests it should?

If a route proves useful, it can move further through the system and become available for Runner verification.

What Does a Runner Do?

Once Scouts have helped identify and validate a route, the Runner role becomes important.

Runners also use registered prepaid SIMs or eSIMs, but their job is different.

Runner opportunities involve routes that have already been identified by the network. The Runner calls those numbers again to verify that the route continues to work correctly.

During a successful verification call, the Runner listens for a specific automated voice response, known as an IVR.

When the call reaches the expected infrastructure, the platform can compare the call with its server-side log and verify that the route connected correctly and how long the connection remained active.

The basic difference is simple:

Scout = discover and validate routes.

Runner = repeatedly verify validated routes.

Why Are Both Roles Needed?

Scout and Runner are two layers of the same measurement system.

A Scout finds a potential route.

The route is tested.

If the results are useful, the route can become available to Runners.

Runners then generate additional verification data on that same route.

Over time, this gives the network a clearer picture of how reliable an international connection really is.

Scout without Runner would mainly provide discovery.

Runner without Scout would have fewer new routes to verify.

The combination is what makes the system work.

Why Do You Need a Dedicated SIM?

Scout & Runner uses dedicated prepaid SIMs or eSIMs rather than your normal everyday SIM.

There is a practical reason for this.

The platform needs to understand exactly:

  • which carrier you are using;
  • which international calling package is active;
  • which country the SIM belongs to;
  • which destinations the plan covers;
  • and what the calls actually cost.

If personal calls, other bundles, and Scout & Runner activity are mixed together, that information becomes much harder to measure accurately.

A dedicated SIM creates a cleaner test environment.

Depending on your device and its SIM or eSIM capabilities, one phone may also support multiple carrier profiles. This can become useful for participants testing different mobile networks.

How Do Rewards Work?

Scout & Runner rewards participants in UP for certain accepted activities.

But rewards should be understood realistically.

Scout & Runner is not a salary and it does not provide guaranteed income.

Available tasks, routes, reward rates, successful connections, and opportunities can change.

For Scouts, rewards are connected to accurate validation reports. Additional rewards may also become available when a route you helped validate is later used by the wider network.

For Runners, the potential reward rate is displayed before calling, and successful verification depends on factors such as the actual verified duration of the call.

There is also an important rule:

Always understand what your carrier will charge before making a Runner call.

If the cost of the international call is higher than the reward offered for the verification, even a technically successful call may not make economic sense.

Good participants therefore do not look at rewards alone.

They understand their SIM, their calling package, and which destinations are included.

Scout & Runner Is Not Just Another Reward App

This is one of the most important distinctions.

You are not simply receiving points for pressing a button or watching an advertisement.

The activity serves a technical purpose.

Scouts help collect information about international voice routes.

Runners help confirm that those routes continue to function.

That means an ordinary smartphone can become part of a much larger telecom measurement system.

And that is what makes Scout & Runner interesting.

Technology that normally sits deep behind the scenes of global telecom infrastructure becomes accessible to individual participants using a phone and the right SIM.
